Alt-tab doesn't always switch focus when using sloppy focus

Bug Description
Binary package hint: unity
If you use click-to-focus and have the mouse pointer above the window on focus you can hit Alt-tab (without holding the Alt key to see the possible windows you can switch to) to have focus switched to the previous window, but that doesn't work if you use sloppy focus. Sometimes it switches if I hold the Alt key and use Tab to cycle through the possible windows, but even that doesn't work sometimes.
Notice that this only happens if you have the mouse pointer above a window, so to reproduce you can open two terminals, leave the pointer above one of them and try to switch between them using Alt-Tab.
