Clean up branch site data migrations

Bug Description

Currently the branch sites allow you to login into KARL sites with OSF's data, using the default (staff1, admin, etc.) logins. Make sure those accounts and the "Default" community isn't available. (It's currently true in branch3.)

I'm going to consider this one done. If we decide in late June to return to RelStorage, we can think then about getting the cleanup done on staging.
