ZStormResourceManager should support applying database schemas with a different user

In production deployments it's often the case that the database user used for applying schema changes is different from the one used by the application for normal operations. To better match the test environment with the real-world one, ZStormResourceManager should support connecting to the database with a custom URI when applying the schemas.
