Powersaved doesn't set scaling governor for second cpu core

Bug Description

Powersave sets scaling governor for CPU0, but doesn't do it for CPU1
kelner@kant:~$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
userspace
kelner@kant:~$ cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_governor
performance
This is an Intel Core Duo T2050 @ 1.60GHz

Sorry... I confused powersaved with powernowd. Please close this bug as I'll now correctly post a bug against powernowd. Sorry for the mess.
