Bug Description

pkg-config needs to be called as arm-linux-gnueabi-pkg-config in order for it to automatically know where to look for libraries. This patch provides a simple dependency package which sets this up. Needs to be used with a version of pkg-config that includes the patch in https://bugs.launchpad.net/ubuntu/+source/pkg-config/+bug/771567

This bug is related to Debian cross-pkg-config support bug: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=217902

It represents one possible implementation.
