Bug Description
When editing or adding a structural subscription, the "are added or changed in any way" option appears not to include bug comments, so "changed in any way" is not really accurate.
We could fix this by pre-selecting the "Send mail about comments" check-box or changing the check-box to be "Exclude mail about bug comments".

The intent is that "Send mail about comments" is pre-selected. This is the case when you add a new subscription. It is not the case when you edit a subscription. Fixing that (making it so that "send mail about comments" is pre-selected) is the bug here IMO.
