Instead I found tools button was GONE!!!
extra info and secondary question...
I have a large number of accounbts and a HUGE back log of messages. It seems I max out the program very early on and it just stops downloading messages and I can't get it to start again even after I delete a lot of older messages... I am totally new to Ubuntu and Evolution but have been fixing windows for years. I don't want to have to learn to fix another OS and group of supporting programs. Is Ubuntu not for me?

You can edit filter rules from the Message menu.
In any case, this appears to be a support request, and such requests should be sent to the answers tracker. I'm converting this to a question.
