Can you reproduce this after running:

sudo apt-get remove --purge pidgin pidgin-otr
sudo apt-get autoremove --purge
sudo apt-get install pidgin-otr

?

If you can't, that points to software center as the bug source, instead
of the otr packaging.

Can you reproduce the original behavior by running the same commands to purge packages, and then using Ubuntu Software Center to install pidgin-otr?

Okay -- I'm going to let this sit at incomplete in hopes that if this is
an actual bug, someone else will be able to confirm it. Maybe the apt
commands didn't actually reset the system to a state where you could
reproduce the bug. If nobody else can do that, this bug will time out
and Launchpad will automatically close it.

Thanks for taking the time to contribute back to Ubuntu by reporting
this bug!
