sorry about reporting this as a bug.

for one reason or another, boinc/einstein@home project was using 100 percent of processor resources. i previously configured boinc to use only a certain percentage of processor core resources but at some point while i was trou
lbleshooting cursor freezes, the boinc resource usage configuration was inadvertently changed.

i'm still having trouble with mouse cursor freezes and still trying to look for the cause.

system monitor was correct as boinc was using 100% of core resources.
