By turning it on in /etc/default/apport, it solves the problem.

Thanks much, David.

It's true--editing /etc/default/apport such that enabled=1 allows apport to be installed. Since there had been messages that apport-gtk was broken because of apport's problem, I reinstalled it with synaptic and set the /etc/default/apport file back to enabled=0

The master bug says a fix has been released (and presumably the package is being rebuilt at this time.)
