PlayControllerPanel throws URISyntaxException on Windows

Bug Description

We are trying to generate a URI using System.getProperty() in the constructor for this class. However, due to Windows using the backslash character in its directory format, it throws a URISyntaxException.

I will add that this is caught and execution continues, so while possibly not a bug, it should be investigated.
