Bug Description
When attempting to launch a vpn instance using nova-manage vpn run, the instance comes up with the wrong ip address, which breaks the forwarding rules that allow users to access the vpn.
This is due to lower level components using the integer instance_id and cloudpipe still trying to use the ami.
