Windows which were maximized and minimized are unminimized incorrectly

If a window is maximized, then minimized to launcher, and then brought back by external command (not by clicking the launcher), it's maximized incorrectly. Screenshot of the issue is attached.

Steps to reproduce:
1) Open and maximize Firefox
2) Minimize Firefox's window
3) Click a web link in another app or report a bug with ubuntu-bug or apport
4) Observe an issue similar to the one in the screenshot
