[regression] heuristics when to use/display the new scrollbar are bad

Bug Description
this is a regression in 11.04 compared to 10.10, seen in ubuntu classic mode with xchat (didn't check xchat-gnome).
xchat potentially has three vertical scroll bars (channel column, irc message column and user column), usually the scrollbar is displayed for the second column. if the first (channel column) now fills up with private chats and displays the scrollbar, the new scrollbar is used for the first column, and the second column reverts back to the traditional scrollbar.
this is rather inconsistent behavior.
