Bug Description
When changing the panel opacity in unity the shading between the panel and the rest of the screen does not change.
Steps to reproduce:
1. set panel opacity to 0
2. look at the panel with a bright background (top right side of default ubuntu background works well for this)
see attached screenshot
expected behavior:
shaded region should change opacity to match panel
actual behavior:
shading remains 100% opacity
