kdeinit4 chrashed without a visible reason.
This bug seems to have a random behavior and happens from time to time without being explicitly related to any desktop operation.

I have a similar problem - does kdeinit4 take 100% CPU after it crashes? It does on my machine, and disables custom shortcuts as well. The process needs to receive a SIGKILL, SIGTERM won't do the trick. Shortcuts aren't functional until you do a logout/re-login or reboot the system.

Thanks for taking the time to report this bug. 11.04 reached end of life on October 28, 2012.
Please see this document for currently supported Kubuntu releases:

Unfortunately this means that there will be no more bugfixes for 11.04. It is also recommended that you upgrade, if you have not already.
