Bug Description

As reported by Darryl Hamilton (https://reviews.mahara.org/#patch,sidebyside,26,1,htdocs/admin/users/edit.php) it looks like user_exists do not work due to LOWER() SQL function escaping. This definitely affects Internal and XMLRPC plugins.

The function is not being used anywhere at the moment, thus the importance is low.
