Bug Description

Dragging a window to the righthand side of the secondary monitor causes it to be moved to the primary monitor, vertically maximized, and horizontally stretched to cover the right half of the monitor.

I just updated and rebooted my system, and the issue seems to persist.
However, it seems to be related to upper/lower monitors, not
primary/secondary monitors. When two monitors are configured as
upper/lower, dragging the window to the far right on the lower monitor
causes it to maximize on the upper monitor.
