Contradictory informational messages on translation sharing page

The messages are "No upstream templates have been found yet. Please follow the import process by going to the Translation Import Queue of the upstream project series." and "Translations are currently being linked by a background job. When that job has finished, translations will be shared with the upstream project."

The first message makes it sound like we've looked but haven't found anything. The second message makes it sound like we haven't looked.

I think this ought to be addressed before the feature is considered done, but time constraints make it a nice-to-have.
