Ship python .api files with mks

One of users said, that he uses /usr/share/eric/api/python/pyqt.api file from eric package with mks.
It would be good, if we ship this file with mks.
Or, if possible, just add this .api files as ubuntu package dependency and use it.

Check, if this variants are legal and fair.

Mks already ship pyqt.api with mks.
It may be a bit obsolete but it's shipped!
I will update it ;)

Updated pyqt.api file and now prepared at startup so the api is available when using python files!
