Please sync fldigi 3.21.8-3 (universe) from Debian unstable (main)

This is a BUG-FIX-ONLY update.

I am the Debian uploader for fldigi, and have tested this version
extensively on Ubuntu.

The new upstream release (3.21.8-1) includes only minor bug-fix changes from 3.21.7 (those changes listed in ChangeLog-new-entries). Thanks for reviewing and ACK'ing this Lorenzo.
