The behavior is random.
Sometimes it occurs when a running application is minimized, then (without interfering with any other app) it can't be maximized via the launcher (by holding the Super-Key and pressing the desired application number) it won't even show the number of that application. It can only be directly accessed by the mouse.
And sometimes interfering with the particular app (o any other app) won't take any effect and the shortcut won't work.

The shortcuts really behave strangely. For instance, holding super, then shift and then a number (of an open application) will open a second instance of that application. However, if I hold shift first and then super followed by the number it won't work.
Holding shift and clicking on an app launcher won't work either.
Furthermore, there is also the known bug that unity prevents other shortcuts with the super key to work, such as the common super+space shortcut for gnome do or synaptic.
Once these bugs are solved I think using unity will feel very smooth.
