can not click the first indicator in Unity

Binary package hint: indicator-applet
In Unity with all updates installed, most of the times I can't click the first indicator, regardless of what it is, I have to click the second one, and move the mouse over the first one to open it.
I have experienced this with RadioTray, then with the weather-indicator, and thought this might be a custom indicator problem, and then removed all third-party indicators. That way I only had bluetooth, sound menu, network, mail, time, me menu, and session indicator, I guess this is a stock indicator configuration. Then I tried to click the bluetooth indicator, it didn't work, have to click the sound menu and move the mouse over the bluetooth icon to open it.

i see it too. maybe something to do with whitelisting apps?
