'Preferences' window doesn't fit screen (too large for workspace)

Binary package hint: evolution
At least in a netbook, the Evolution's "Preferences" window is too large to fit the screen. Instead of make use of the scroll bar the window uses two workspaces, making it difficult to use. See screenshot for a better understanding of the problem.

Right. But, depends on the screen resolutions as well. You can always move the window up by holding the Alt key and dragging the window by the mouse in what ever direction you want. But, it should detect the proper resolution of the screen and adjust it to fit the screen size.
