Binary package hint: plymouth
something apparently gets lost in the shuffle, but plymouth doesn't succeed (i dont even know if it tries) to draw the color splash on shutdown, but it draws the crawler fine (and you can see little boxes around where it draws changed areas, but nothing else changes)
