Tooltip text wrong after visiting encrypted website

Bug Description
After visiting a website using https the tooltip text does not change from "Verified and encrypted" when using a non-encrypted connection.
Example: visit https:/
I've attached what I believe fixes the issue.

Thanks for the patch.
As discussed, _("") should never be used. _ means translating a string, and an empty string doesn't make sense to translate. It also has an actual side effect of showing parts of the .po file when not using English.
