Bug Description
There is an issue with cache/cookie clearing during installation that causes inconsistent redirect behaviour. It is experienced during install as a redirect to the start page when accepting terms and conditions.
In other words, if a user has gone through an installation (perhaps unsuccessfully) and was at, say, step 4... closed their browser. then returned to the installer and for some reason started at step 1 again, then was to accept the terms and conditions (select checkbox) and then click next, they would be returned to the same checkbox page (with the checkbox now unchecked) ... in a loop.
Current workaround is to clear cookies for the host before attempting to install a second time on that host. A secondary workaround is the navigate directly to the homepage.

Clicking the "Cancel" button might be another workaround.
