Settings > Build Search Index...

Check details, it will list

Global symbol "$kdekdehtmldir" requires explicit package name at /usr/bin/khc_docbookdig.pl line 94.
Execution of /usr/bin/khc_docbookdig.pl aborted due to compilation errors.

Fix is a spelling issue with the $kdekdehtmldir. it should be $kdehtmldir, which is an easy fix. Still, it will not build even with this fix as it need htdig. So installing htdig it builds the index, but there are nothing but docbook xml parser errors causing an index to build, just with nothing in it. It will point to the correct /usr/share/doc/kde/HTML/en directory, but it will not read the subdirectories to get the index.docbook file. This doesn't allow searching in KHelpCenter for Application Manuals, only Linux Man Pages.

Atleast $kdekdehtmldir is fixed as per https://launchpad.net/distros/ubuntu/+source/kdebase/+bug/67610

htdig is currently a suggest for the khelpcenter package.
