Binary package hint: software-center
The user can, for example, start the review process on a package that is installed via a PPA/.deb but is not yet in Ubuntu's repositories. Submitting the review will fail - so the user will waste time and effort composing a review.

I think you have a valid point, so setting this bug as Confirmed.
We need to put some thought into how we would implement this (i.e. how do we determine if an app is 'non-reviewable' prior to the user starting to complete a review and what message etc. should we display)
