Installing libnspr4-dev removes many packages related to firefox

Bug Description

I've tried to install the package libnspr4-dev but it conflicts with libnspr4 needed by firefox and others important packages...

I needed these libs, so the only workaround I've found has been that of unsetting libnspr4 as "Conflicts" and putting it as a "Replaces" in libnspr4-dev...
Now it installs and works well but, I think that this should be fixed...

this is ment to be fixed now that we have standalone nspr package in main and firefox has been respun against it.
