gstreamer0.10-plugins-ugly conflicts with gstreamer0.10-plugins-bad

TEST CASE:
sudo apt-get install gstreamer0.10-plugins-ugly=0.10.17-1ubuntu1 gstreamer0.10-plugins-bad=0.10.21-1ubuntu10

Running a regular apt update, gstreamer-plugins-ugly fails to upgrade (from 0.10.17-1 to 0.10.17-1ubuntu1). The reason seems to be that in the same upgrade process, gstreamer-plugins-bad was already upgraded and the -bad package now (in this updated version) provides a conflicting file, which is also provided by gstreamer-plugins-ugly (both the previous and the current version).

/usr/share/locale/af/LC_MESSAGES/.mo

Removing the two packages and reinstalling them (in either order) does not resolve the issue, because it is the two current versions of those packages that conflict.

It's not clear is this bug belongs in -ugly or -bad or both.
