kate missing hightlighting

Binary package hint: kate
In the Tools menu "highlighting" exists, but it does not drop into its submenu with all the types of highlighting available. Also, you can add the "highlighting" button to your toolbar, but it also does not dropdown into a list of languages that you can do highlighting for.
I would expect a list of languages that kate can do highlighting for under Tools>Highlighting to appear so I can choose which highlighting style to use when it does not auto-detect the correct style.

Since I upgraded from 10.10 I wasn't sure if some kde config files in my home directory were the issue from older version of kate. So I moved ~/.kde somewhere else. That didn't help.
I also created a new user to see if it would perhaps work, but it still was not working.
The highlighting files do load/parse properly and things that are auto-detected properly highlight nicely, you just don't see them under Tools>Highlighting.
