Right Alt does not shift back the layout from arabic to US

Bug Description
Binary package hint: gnome-control-
I have set the key to change layout to be "Right Alt", this setting has been working fine in previous Ubuntu releases (including Maverick). When I updated to Natty, the Right Alt does change the layout from USA to Arabic, but it does not switch it from Arabic to USA.

Actually after having a chat with Jeremy Bicha, I think that this
actually should be a Won't Fix bug.
The reason is that Right Alt is used as AltGr.
