Colemak Caps Lock (I.e. Esc) cannot be reassigned to be an Esc key

Bug Description

Binary package hint: keyboards-rg

To reproduce:
1) Select the Colemak keyboard layout
2) Notice that the Caps Lock key works as a backspace
3) In layout options, select "Caps Lock Key Behavior," select "make Caps lock an additional Esc"
4) Even after logging out/in, notice that the behavior of the caps lock key hasn't changed

I've heard that this is a new bug, i.e. wasn't present in Maverick (http://askubuntu.com/questions/31436/how-can-i-change-the-function-of-the-caps-lock-key-within-the-colemak-keyboard-la)

Expected: after changing the setting, caps lock key works like an esc key.
What happened instead: caps lock is still a backspace.
