Bug Description
I think we should move from using Make to Python for building:
1. Make has been a nightmare to use for installing the framework.
2. Doing things like checking for requirements is confusing in Make.
3. We don't need to worry about development on a minimal system that does not have python.
4. Python is already used for building during development.
