Bug Description
In case of normal scrollbars, when I mouse over a horizontal scrollbar and use the mouse wheel, the horizontal scrollbar moves. this saves me from the click and drag operation.
However, as far as I tested, overlay scrollbars do not have this feature. This reduces their usability in some use cases. For example, the attached screenshot shows a horizontal scrollbar in synaptic. If I need to see the full lines, I can no longer use my mouse wheel.
