Bug Description

running load tests against Staging environment (sending HTTP requests to web service API)

once workload reaches a certain level of throughput/concurrency, the client receives: "HTTP Error 503: Service Unavailable" from the apache server in staging.

these errors are spurious at ~50 reqs/sec and more prevalent at ~100 reqs/sec.

tests are available to reproduce.
