cannot arrange dual head displays correctly in unity

I have a Radeon HD 4670 connected to two Dell 20" flat panels. When running Unity on Natty in non-mirror mode, I do get two independent screens but they are not in the right order, elements are not in the right place, and the Monitors system setting cannot be used to set things right. Here are some problems:

* Initial screen configuration had the two monitors reversed, such that when I moved the cursor off the left side of the left screen, it wrapped around to the right edge of the right screen.

* When I used the Monitor settings to swap the screens left and right, the cursor wrapped correctly, however the dock is now on the left edge of the right screen (i.e. in the middle of the apparent full desktop).

* The Ubuntu menu is also on the left edge of the right screen.

* The notification applets are duplicated, showing up on the right edge of both the left and right screens.

* The application menu is against the left edge of the left screen.

There seems to be no way to configure the layout the way it should be: with cursor wrapping correctly, Ubuntu menu and dock on left side of left screen, application menu next to that, and notification applets only on the right edge of the left screen. In fact it would be ideal to not even have a menu bar on the right screen. This is how dual-head works in classic Desktop.
