Support saving of on/off state for following runs

Bug Description

Gtk-Redshift should ask GConf whether it should redden the screen or not, according to the last toggle state.
I had submitted this feature request before, but it is now somehow gone.

However, I have developed a solution for this. The only problem with my solution is that changing the key on GConf alone is a move not detected by the application. The gconf notify add method didn't work for me.

Maybe this feature should be in the base program and not in gtk-redshift? In that case it should not depend on gconf, though. Anyway, the notification change should work before I'm willing to apply this.
