unable to restore minimized application using launcher icon

Bug Description

Binary package hint: unity

Clicking the launcher icon does not restore a minimized application if another application of the same type is open and has focus. However, if another application of the same type is open but does not have focus then the minimized application is restored. I would expect clicking on the launcher icon to always restore minimized applications.

To reproduce:
1. launch two instances of an application, e.g. firefox
2. minimize one of the instances
3. with the other instance focused, click on the launcher icon
