[launcher] Newly installed lenses require launcher restart

Bug Description
Steps to reproduce:
Install e.g. the askubuntu lens:
sudo add-apt-repository ppa:askubuntu-
sudo apt-get update
sudo apt-get install unity-place-
Expected result: a new tile appears in the launcher for the newly installed AskUbuntu lens
Current result: nothing happens. After killing the launcher, it is automatically restarted, and then the lens is present in the launcher.
