ospfd starts way too late in the boot process

Bug Description
When booting into feisty, my desktop is up and network applications (i.e. gaim) are well under way and running before ospfd has populated my routing table. It should not take very long for ospfd to do this so I suspect that quagga/ospfd are being started very late inthe boot sequence.
Looking at my process list, I see init was started at 15:00 and ospfd not until 15:03.
Somehow quagga and ospfd need to be started much sooner -- as part of networking I'd say.
