Bug Description

I am always prompted for keyboard layout, even if:

console-setup/layout=us
console-setup/layoutcode=us
console-keymaps-at/keymap=us

is set.

Remove console-setup/layout and console-keymaps-at/keymap. Replace console-setup/layoutcode=us with keyboard-configuration/layoutcode=us.

I'm afraid that previous attempts to include compatibility for the old names caused other serious problems, so I had to back that out.
