Initial user missing groups

Bug Description

Mint Release 1 (debian). Edition XFCE.
On a new install of Linux Mint XFCE RC with the initial user of 'user', that user is only in groups 'user' and 'sudo', however this does not seem to cause any difficulties.

A new user 'test' created with "Users and Groups" is in groups: test, adm, dialout, fax, cdrom, floppy, tape, audio, audio, dip, video, plugdev, fuse, scanner.

This has happened on two fresh installs on different PCs.

I expected that the initial user would be in the groups that the user 'test' is in as well as 'sudo'
