Scale plugin regression: clicking on launcher turns scale on but not off

TEST CASE:
Start an application, e.g. Firefox. Open at least two separate windows (due to 748408).
Click the application icon in the launcher. See that the scale plugin activates and shows the two separate windows. Now click the application icon in order to toggle the scale off, but nothing happens, scale remains activated for the two windows. Pressing escape is the only way to exit scale, apart from selecting one of the application windows.

I discovered this while testing this case:

Approximately a week ago (2011-03-28) clicking on the application icon in the launcher would cause scale to toggle on and to also toggle off.

The global shortcut <Super>+w still functions as toggle, for all windows.
