[launcher] auto-scroll bottom speed should be proportional to the distance of the mouse to the edge

Bug Description

when the launcher is auto-scrolling at the bottom, the scrolling speed should be proportionate to the distance from the edge (check old specifications). It looks instead that if you reach the very bottom, the launcher gets an mouse out event and contracts.
