Request to support point not possible without login

It is strange that visitors can not use the list of support points http://ubuntu-be.org/en/supporters without being logged in with a launchpad account.
What is the justification of such a limitation?
It has never been mentionned in the mailing list and is not explain in the page, nor on the support page http://ubuntu-be.org/en/support linked with the list of supporters.
Remark is applicable to all languages.

This is index an error. The contact and the form should be accessible to non authenticated user. This is likely a configuration error.

I had always though Drupal users' contact forms where accessible to anonymous user, but I was wrong:
