Make bulk approving users for institution membership more flexible

Bug Description

It would be nice if institution/general admins could bulk approve users for institutions. Currently you are able to "invite" users in bulk but they then either need to login and approve the registration it seems or the admin needs to visit each user profile page individually and approve.

For purposes of development/testing and general administration it would be awesome if the same admins could manage this without that level of effort.

Further to this it might also be nice to manage whether the emails that are sent out with add/approval of memberships should be sent. "Send email notification of membership" checkbox?

Amended the bug description as admin isn't registering users but "inviting" them.

IMO the ability to do a full manual add/approve system in the UI would still be useful and in this same context be able to turn of emails or send a different email "you have been added/enrolled in institution xyz".

Hi Stacey,

As far as I can see, admins can already approve new members in bulk when they have requested membership on the "Institution Members" page. That's not a solution to all the things you mention, but maybe a start.

Also, site admins can already add users into institutions without having to go the invitation route. Still, more work is necessary to accomplish all that has been mentioned.
