sea-defender version 0.9-1 failed to build on armel

-minline-all-stringops is x86 only argument - after dropping it from Makefile package built fine

We could just sync 0.9-2 from debian

   * Drop -minline-all-stringops to fix FTBFS. (Closes: #602469)
