Bug Description
Hey
I had to wget some files from a linaro-developer based install; I was surprized I had to install something as basic as wget in this context.
Would it make sense seeding it by default?

please dont land seed changes that effect LEB builds that late in cycle ... e.g. back this change out if this landed in headless
